On 5 November, the UK government launched a trial of a new AI-powered chatbot designed to help small business owners and entrepreneurs navigate the challenges of starting and running a business.
The tool, built on OpenAI’s GPT-4 technology, aims to provide simplified, personalised responses to questions on topics ranging from business regulations to tax requirements.
The chatbot pulls information from more than 700,000 pages of GOV.UK content, offering concise answers to user queries. For example, if a user asks, “What is public liability insurance?”, the chatbot delivers a clear, specific explanation, cutting through the extensive content available on the government’s website.
Joe Phelan, a business banking expert at money.co.uk, highlighted the potential of the tool: “Small business owners routinely juggle numerous responsibilities, leaving little time to research complex topics like funding opportunities or insurance policies. This chatbot aims to reduce the time and effort required to navigate GOV.UK’s vast resources, offering a simplified, time-saving solution.”
Addressing a key challenge
Entrepreneurs often face significant hurdles in accessing clear and actionable information amidst the complexity of starting a business. The government’s chatbot is designed to bridge this gap by offering an accessible alternative to trawling through detailed guidance, regulations, and documentation.
However, the tool is not without its limitations. A message displayed during the trial warns users about the risk of “hallucinations,” a phenomenon where AI may generate inaccurate or misleading information. To mitigate this, users are advised to verify results by consulting the full GOV.UK pages linked by the chatbot.

By GlobalDataA step towards simplification
Despite its early-stage challenges, the chatbot represents a significant step towards making essential government resources more user-friendly for business owners. Phelan notes that tools like this have the potential to streamline operations for entrepreneurs, enabling them to focus on growing their businesses rather than spending excessive time searching for information.
“The creation of this chatbot reflects the need for clarity and ease of use in accessing vital business information. Business owners need trustworthy guidance to make informed decisions, and tools like this can empower them to move forward with confidence.”
While still in the trial phase, the government’s AI chatbot offers a glimpse of how technology could play a transformative role in supporting small business growth in the UK. If successful, it could pave the way for broader adoption of AI solutions in government services.
