The first meeting of the car rental committee of Ukraine’s
leasing association, UUL, took place this week, as part of a
campaign by UUL members to see the rental industry recognized as
legally separate from equipment leasing.
The move demonstrates the maturation of the Ukrainian leasing
market along the lines of the equipment leasing/car leasing divide
seen in Western Europe.

Participating companies, including Europcar, Hertz, Rent-a-Car,
BLS, RES Arocars, Avis and Budget, spent the meeting discussing
criteria for other car rental companies’ membership of the
committee.
In addition, the obligation for Ukrainian rental firms to pass
on original documentation to clients – the cause of high fraud
incidence – was addressed as a concern.
The committee also considered joining the code of best practice
proposed for car hire providers by Leaseurope, with all companies
present deciding to sign on.
