NHS PASA is working on a similar
framework agreement tailored specifically for commercial vehicles,
including blue-light vehicles.

The agency hopes to have awarded
contracts by May this year, according to Janette Cowburn, transport
category manager at NHS PASA.

“The new framework will enable a panel of
funders to offer contract hire services on commercial vehicles,”
she said. “Due to the current market, there won’t be a limit in the
number of funders. It will be open to anyone who meets the
threshold.”

Cowburn said the threshold would be based
around three criteria: price, capability and quality.

“When we issued the prequalification
questionnaire at the end of last year, there was more interest than
I expected. Although lending has become more difficult, financiers
are much more comfortable if funding is asset-backed,” she
explained.

The new framework will be based mainly on the
needs of the NHS, but will also be open to other government
bodies.
